IL Aging Agency – Public Service Administrator (Deputy General Counsel)

Under the direction of the General Counsel, serves as the Agency’s Deputy General Counsel; independently performs and directs a variety of highly responsible and complex, advanced level research and duties of a sensitive or controversial nature; develops administrative rules and procedures for effectuation of agency programs, services and operations, and interacts with Agency management and other staff, and provides legal advice and counsel to agency staff; and with delegated authority speaks for higher level agency officials in the Executive Office or management on legal matters pertaining to agency programs, services and functions.

Qualifications:

Requires an Illinois law license.  Requires prior experience equivalent to three years of progressively responsible legal work including administrative rule making and/or policy development experience in a public or business organization.  Requires demonstrable knowledge of Elder Law and Medicaid/Medicare policies.  Prefers knowledge relating to Identity Protection Act, HIPAA, Illinois Personnel Code, federal and state employment laws and other state and federal statues governing IDoA administered programs and services.  Requires exceptional interpersonal, oral and writing skills. Prefers ability to mentor staff.
