Job Summary

Under the general direction of the Chief Attorney of the District, represents the District in various courts and before administrative agencies, as well as assists in monitoring the status and progress of litigation assigned to outside counsel.  Reviews Freedom of Information Act (FOIA) requests, including those related to sensitive and high-profile matters, providing advice regarding search parameters and applicable privileges, and working with administrative staff to review, redact, and produce documents. Reviews and, when necessary, proposes amendments to ordinances and general policies and procedures. Prepares and negotiates transactional contracts for consultants, construction projects and concession agreements.

Typical Duties

Provides expert legal and technical guidance regarding the application of controlling statutes, regulations, case law, and procedures pertaining to FOIA.

Responds to EEO and Human Rights inquires.

Represents the District at disciplinary hearings and arbitrations.

Represents the District in a variety of litigation in various courts and before administrative agencies, including without limitation, personal injury, property damage, and citation defense matters.
Works with the Chief Attorney, in monitoring the status and progress of litigation assigned to outside counsel.  Assists in the development, amendment, and/or administration of District policies and procedures relating to drug and alcohol testing, and other policies and procedures as needed.

Prepares, drafts, and negotiates contracts, including but not limited to purchase agreements, intergovernmental agreements, consulting agreements, construction contracts, and concession agreements.

Attends and, as needed, represents the District at board and committee meetings. Drafts resolutions, ordinances and other agenda items in preparation for District board and committee meetings.

Provide support and assistance with regard to enforcement of District ordinances, policies, rules, and procedures.

Handles special assignments from the Chief Attorney.

Maintains and applies knowledge of federal, state and local laws.
Manage non-attorney staff in the Legal Department as assigned
