Position Overview
Under administrative direction of the Deputy General Counsel of the Financial Institutions Program Counseling Section, engages in specialized legal, legislative, and administrative work. Provides legal counsel and assistance. Confers with various individuals on complex legal problems. Represents the Department at Joint Committee on Administrative Rules (JCAR) hearings. Prepares for and conducts administrative hearings. Coordinates, organizes, and prepares responses to Freedom of Information Act requests.
Job Responsibilities
- Provides legal counsel/assistance, often of a sensitive and confidential nature, to staff of the Department concerning management issues and concerns, including litigation and litigation related matters. Travels in the performance of duties.
- Under direction, confers with Division of Financial Institutions staff and attorneys, other Department staff and attorneys, legislators and their staff, state and federal regulatory agencies, members of agency regulated industries and their attorneys, and the public on complex legal problems
- Represents the Department at Joint Committee on Administrative Rules (JCAR) hearings, providing testimony in support of the rule changes and/or amendments
- Prepares for and conducts administrative hearings
- Under direction, coordinates, organizes, and prepares responses to Freedom of Information Act requests (“FOIA”) received in collaboration with the Department’s FOIA Officer
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Knowledge, Skills, and Abilities
Minimum Qualifications
- Requires law degree and possession of a license to practice law in Illinois
- Requires three years progressively responsible administrative experience in law
Preferred Qualifications
- Prefer at least three years of financial regulatory experience. Experience may be from working at a regulator, for a financial institution, or at law firm substantially working on regulatory matters
- Prefer at least six years of post-J.D. legal experience
- Prefer at least three years of experience analyzing complex legal issues and writing complex legal memorandums
- Prefer at least three years of experience representing clients in administrative proceedings
- Prefer at least one year of supervisory experience
Employment Conditions
- Requires the possession of a valid, appropriate driver’s license and the ability to travel
Education Degree
- Requires law degree and possession of a license to practice law in Illinois
- Requires three years progressively responsible administrative experience in law
