Assistant Corporation Counsel II – Regulatory and Contracts Division

The City of Chicago Law Department is seeking an attorney for the position of Assistant Corporation Counsel (“ACC”) in the Regulatory and Contracts (“R&C”) Division to represent the City in regulatory and litigation matters. The focus of the work will be to represent various City departments, which may include, for example, the Department of Procurement Services, the Chicago Department of Aviation, the Department of Public Health, etc., in a wide range of regulatory and litigation matters including those relating to city purchasing and contract disputes, environmental issues, public utilities, telecommunications, water and sewer, and matters involving O’Hare and Midway International Airports. The ACC will handle pre-litigation disputes, litigation in federal and state court, and proceedings before administrative bodies, including but not limited to the Federal Communications Commission, the Illinois Commerce Commission, and the Chicago Department of Administrative Hearings. The ACC will also handle client counseling, and legislative, transactional, and other matters, including analyzing proposed transactions for compliance with regulatory requirements, conducting legal research, advising City departments on legal/regulatory requirements, drafting, reviewing, negotiating, and commenting on proposed legislation and agreements. The ACC may be required to assist in the other practice areas (aviation, transactional) as necessary, and may be required to attend client meetings or hearings onsite at the City’s airports or other City facilities.

 

The ACC will work on a broad range of issues under the general supervision of the Division Deputy, Chief ACCs, and ACC Supervisors. Junior attorneys are encouraged to take the initiative to get hands-on experience and direct client contact, and we cherish the willingness and ability of our attorneys to take ownership of issues and problem-solve for our clients. Because the Division handles such a wide variety of matters, along with many unique and novel issues that land only with the R&C Division, we need an ACC who is creative, flexible, and willing and able to handle a wide variety of substantive and procedural areas.
