Assistant Corporation Counsel Supervisor – Appeals Division

The City of Chicago Department of Law is seeking an attorney for the position of Assistant Corporation Counsel Supervisor in the Appeals Division. Attorneys in the Appeals Division represent the City and its officials and employees in state and federal appellate courts, including the Illinois Appellate Court, the Illinois Supreme Court, the Seventh Circuit Court of Appeals, the U.S. Supreme Court, and occasionally other federal courts of appeals. Attorneys in this division are responsible for briefing and, with rare exceptions, arguing their own cases. Appeals attorneys do not specialize in a particular subject matter but handle the full range of municipal issues, including constitutional issues, labor and employment, torts, civil rights, tax and revenue, regulation, issues arising under ordinances and statutes, administrative review, and other cases involving city government and programs.

Appeals Division attorneys handle all aspects of an appeal, including notices of appeal, preparing the record on appeal, motion practice (including emergency motions for stays or injunction pending appeal, as well as substantive motions to dismiss or for lack of jurisdiction), developing strategy and arguments to pursue on appeal, drafting appellate briefs of all types (opening, response, reply, petitions for leave to appeal, petitions for certiorari, petitions for rehearing, petitions for interlocutory appeal), and preparing for and presenting oral argument. The Appeals Division also consults with and advises the trial litigation divisions on appellate issues, and often reviews post-trial motions and other motions with appellate consequences.

The Assistant Corporation Counsel Supervisor will work under the general supervision of the Deputy Corporation Counsel and the Chief Assistant Corporation Counsel of the Division and will manage a personal caseload of complex cases and serve as lead attorney on briefs and at oral argument. The Assistant Corporation Counsel Supervisor will also supervise Assistant Corporation Counsel in the Appeals Division. This includes providing assistance to Assistant Corporation Counsel in the development of a case and arguments, overseeing the review and preparation for settlement conferences, conducting supplemental research as needed, assisting Assistant Corporation Counsel with time management in research and writing, providing guidance on appellate procedural and jurisdictional issues, and reviewing the work product of ACCs (briefs and motions), as well providing feedback on oral presentations.
