Assistant Corporation Counsel Supervisor – Revenue Litigation Division

The City of Chicago Department of Law is seeking an attorney for the position of Assistant Corporation Counsel Supervisor  in the Revenue Litigation Division (“RLD”).

The RLD performs tax work for the City.  The general tax work includes:

litigating tax assessments that are protested at the Department of Administrative Hearings and/or in court;
litigating declaratory judgment actions concerning issues such as the enforcement or validity of various taxes, fees and other revenue measures;
drafting legislation concerning taxes, fees and other revenue measures at the local, state and federal levels;
drafting regulations, rulings and opinion letters; and
advising the Department of Finance, the Office of Budget and Management, other City departments and taxpayers on issues concerning taxes, fees, and other revenue measures.
The property tax work consists primarily of litigating property tax valuation disputes and property tax rate objections.  The valuation disputes are litigated at the Board of Review, at the Property Tax Appeal Board (PTAB) and in court.  The rate objections seek refunds based on alleged deficiencies in the City’s annual budgets and are litigated in court.

The Assistant Corporation Counsel Supervisor will work under the general supervision of the division’s Deputy and Chief and will assist in the management of the division’s Assistant Corporation Counsel and staff.  This includes handling a docket of his or her own cases, as well as supervising Assistant Corporation Counsel in all phases of their assigned cases and projects.  In addition to supervising, training, and advising attorneys and staff, the responsibilities of this position include counseling client departments and City policymakers and participating in hiring and administrative matters.

 Knowledge, Skills and Abilities:

Ideal candidates will possess the following:

  • litigation experience, including motion practice, brief writing, oral argument, written discovery, depositions, and bench trials or administrative hearings;
  • experience in negotiating settlements;
  • excellent writing skills;
  • excellent oral communication skills;
  • excellent client counseling skills;
  • excellent organizational skills;
  • sound judgment;
  • the ability to inspire and work well with others;
  • the ability to exhibit teamwork, leadership and initiative; and
  • the ability to prioritize workflow and meet deadlines.

Knowledge of tax law is a plus but not essential.


  • Experience assigning, supervising, and reviewing the work of staff attorneys and providing technical assistance in the development of case and negotiation strategies;
  • Graduation from an American Bar Association accredited law school and admission to the Illinois Bar (or eligible for admission on motion to the Illinois Bar pursuant to Illinois Supreme Court Rule 705).
