Professional Biography | Mr. Coll serves as assistant general counsel for the Illinois Department of Agriculture. He provides legal guidance to the Department’s seven divisions and bureaus concerning the enforcement of more than 90 State laws. Mr. Coll’s responsibilities include:Managing the Department’s regulatory enforcement, including enforcement of State and federal food safety regulations, the Illinois Pesticide Act, and enforcement of the Animal Welfare Act;Legal guidance in the area of government purchasing. Mr. Coll is a registered user in the State’s procurement system (Bidbuy);Drafting and processing administrative rules for the Department. In this capacity, Mr. Coll has written and processed administrative rulemakings for the Cannabis Regulation and Tax Act, the Industrial Hemp Act, the Animal Welfare Act, Municipal Urban Agricultural Areas, the Illinois Pesticide Act, the Eggs and Egg Products Act, the Meat and Poultry Inspection Act, the Illinois Fertilizer Act, the Forever Green Illinois Program, the Governor’s Heratige Agricultural Award, and others;Providing legal guidance to the Department’s legislative staff, managing the Department’s records retention schedules and providing legal guidance to the Department’s Freedom of Information Act Officer.Mr. Coll is a hearing officer representing the Department under the Livestock Management Facilities Act. |
