Professional Biography

A litigator at the trial and appellate levels, Romeo S. Quinto, Jr., represents businesses in commercial disputes and antitrust matters. His representations focus on issues that are significant to banks and other financial institutions, manufacturers, and consumer services companies. Romeo handles cases primarily in federal court, matters involving regulators of financial institutions, and business counseling related to the implementation of and compliance with federal consent judgments. He is also a member of the Pro Bono Committee for the firm’s Chicago office and previously served as the office’s hiring partner.

Romeo’s litigation practice concentrates on complex commercial disputes. For example, he has defended a company formed by the mortgage banking industry against a string of class and individual actions filed in US federal and state courts alleging multimillion dollar claims for consumer fraud, unfair and deceptive practices, unjust enrichment, and statutory violations. He has also litigated large-scale antitrust cases involving manufacturers in the auto, food, and tobacco industries.

Romeo has defended substantial trade secret matters, including one case involving an entrepreneur against his former employer, one of the world’s largest hedge fund companies, in relation to high frequency trading and another case involving one of the world’s largest food companies against its primary competitor in relation to product packaging technology. He has also defended large corporations in the pharmaceutical, consumer products, and consumer services industries, as well as non-profits, against claims of products liability, RICO violations, consumer fraud, breach of contract, and violations of various other US federal and state laws.

Complementing his litigation practice, Romeo’s regulatory practice includes advising and representing national clients on consumer, financial, and business practice issues opposite the US Department of Justice, Office of the Comptroller of the Currency, Federal Reserve Board, state Attorneys General, and other governmental agencies. Most recently he was lead counsel for a bank in implementing and complying with the terms of a consent order with the United States Trustee Program related to bankruptcy filings nationwide. The work included advising the bank on relevant business processes and consumer remediation, advocating before an appointed independent monitor on testing issues and evidence to demonstrate compliance, and developing and then implementing supplemental agreements with the USTP. Before that, Romeo was lead counsel for a bank’s implementation of the $25 billion National Mortgage Settlement, including advising the bank over a three-and-a-half year period to demonstrate sustained compliance with over 300 mortgage servicing standards.

As part of his pro bono practice, Romeo successfully represented a client before the District of Columbia Office of Citizen Complaint Review (now the DC Office of Police Complaints), which led to a new police policy regarding the treatment of minors who are in the company of an adult placed under arrest. Outside of his law practice, Romeo is an active alumnus of Loyola University Chicago School of Law, serving as a moot court coach for nearly 20 years, first-year student mentor, diversity mentor, member of the school’s diversity council, and member of its Alumni Board of Governors.

Prior to joining Morgan Lewis, Romeo was a partner in the global litigation practice in the Chicago office of an international law firm. He previously served as a law clerk to Judge David D. Dowd Jr. of the US District Court for the Northern District of Ohio.
